Is there a way to keep the new ID holder from losing all of the contacts they had amassed while sharing one AppleID? Or is there a way to share contacts through family sharing?

Contacts cannot be shared through family sharing. You could use the following instructions and export all contacts from the previously shared Apple ID and then import them into the new Apple ID: Import or export a vCard in Contacts on iCloud.com - Apple Support
