Unlink IPhone from account

I have a phone that used to belonged to my niece. We do not have the account she registered the phone to. I purchased the phone from ATT how do I go about unlinking her phone from the account so I can re-use?

If an iphone is linked to another Apple account, can it be added to another account? A phone was given to my wife from my daughter and it was linked to her Apple account.
