why does my iCloud photos buff while I work to sort?

I’d assume that it is one of two things:
1) Possibly a slow internet connection. Photos will sync your changes across all of your devices. If the Internet isn’t working properly, it sounds reasonable that it would cause the “spinning” you’re talking about.
2) Perhaps the Mac you’re using is freezing. I’d recommend Force Quitting and restarting the Photos app. If that doesn’t work, you might be able to resolve it by restarting the Mac completely.
There may be some other things that would cause it, but these are the thoughts that come to my mind.
