My iPad started having blue frames shift all over my screen.

We understand you're seeing a blue outline around message/type box on your iPad and we'd like to help.
Go to Settings > Accessibility > Keyboards, and see if Full Keyboard Access is enabled. If so, disable it. If it is already disabled, toggle it on, and then toggle it back off. Let us know if this helps.

Got help. Go to Settings>Accessibility>Switch Control. Make sure it is off. Solved the problem. Thanks for all your help!

Thanks for the response, but we don't quite understand. Are you still seeing the blue outline after turning off Full Keyboard Access? If so, restart your iPad and test again: Restart your iPad - Apple Support
