Contacts are stored with email accounts on email servers, and synced to the iPhone. So first go to Settings/Contacts/Accounts and see which accounts have your contacts, and log in to webmail for those accounts to see if your contacts are there. Then go to the Contacts app, tap on Groups in the upper right and make sure all groups are checked.
