iPhone 11 Precision Finding for Air Tag

I am in the process of setting up an Air Tag on my wife's iPhone 11 and have checked the phone settings according to Apple instructions but when trying to enable Precision Finding I do not see the Find My option under Location Services. I have already set up my phone and successfully activated an Air Tag with Precision Finding but my wife's phone is missing that option. How do I add this to her phone?
