I basically took my old iPad Air2 and transferred all the settings to my new 9th gen iPad. I can text some people that are on iPhones but only if it’s mono on mono texts. If I add them into a group it fails. I also can’t text (it fails) non iPhone users, mono or group.
I still can text everyone, iPhone, groups and non Apple users on my old iPad and my iPhone, just not the new one. Any ideas?

On your iPhone, open Settings ➔ Messages ➔ Text Message Forwarding: Here, ensure that your new iPad 9th Generation is listed and the associated switch is set to ON.
On your new iPad 9th Generation, open Settings ➔ Messages ➔ Send & Receive: Here ensure that your Phone Number is checked.

Remember your iPad has no ability to send or receive SMS or MMS text messages. It relies on forwarding to/from your iPhone. Set this up correctly for your new iPad.
Thank you very much. Appreciate that you spent the time to reply. I kid you not, as all the research I did told me to add to the text forwarding but I never saw that option on my phone till just now. I guess I was blind.
