Many of us are unable to pair iPhone 13 to our older vehicles. After spending an egregious amount of money for a phone which is functionally the same as an iPhone 6, why has apple not fixed the problem??

Mine pairs fine. In fact everyone I know with an iPhone 13 series has been able to pair them to their vehicles.
Have you contacted Apple and told them the problem you are having including the model of the car you are attempting to pair with? Otherwise it is hard for Apple to address the problem. If your older vehicle is using an older version of Bluetooth it will be necessary for your to remove all previous BT pairing on your head unit prior to attempting to pair.
