In my apple iCloud settings, it says I have 200GB of storage on both Mac and iPhone - however, I am only on a 5GB plan - I have clicked manage and add storage and it says I am on a 5GB plan

Are you part of a Family Sharing group? If so, it's possible that someone in the group has upgraded their storage and is sharing the allotted amount with you. You can check on Family Sharing in Settings > [your name] > Family Sharing.

Also, check your subscriptions to see if you are subscribed to Apple One, such as via a free trial, as this would come with increased iCloud storage as well: How to cancel a subscription from Apple
