Apple aggregates records of password leaks. If you have a password that is affected, you are notified to change it.

What if the leak is to a deleted account? Where is the leak?

the password alert is from outside vendors; banks, stores, etc. you may have an email address and password that matches some data that was leaked, possibly even years ago.
