How to change recovery email to primary without security questions?

I have my account in slightly inconvenient deadlock. I have set my recovery email to email that I don't have access anymore (in fact it does not exist anymore). And obviously forgot my security questions. I do know my password and can access primary address. I don't own apple devices.


How do I change recovery address to my primary address in this situation so that I can reset the security questions?

The steps in the following support article explain how:

If you forgot the answers to your Apple ID security questions - Apple Support


If you don't get any options to verify your identity, you can't reset your security questions at this time. Additionally, if you answer your security questions incorrectly too many times in a row, you temporarily can't use your security questions. Try to reset your questions after the waiting period ends.
