what is the best way to transfer contacts to a new phone. I always seem to lose some contacts when I get a new phone.

Contacts automatically sync to all devices (including new devices) where iCloud Contacts is turned on. I've never lost a contact.
Both my wife and I had the same issue when we recently upgraded to iPhone 13 from iPhone XS. I followed the guidance to re-sync my contacts to iCloud but it has not worked. We both have lost contacts during the upgrade.
What's interesting is we both have older iPads and our contacts are fully in tact on those devices. I've followed the online instruction to re-sync the iPad contacts to iCloud, but it still doesn't work.
This seems like a systematic bug. I've had this issue happen before.
