Installing updates is up to you. There is no way to stop them from being available on your phone, but if you turn off automatic updates you don’t have to install them. Keep in mind, however, that unlike Microsoft, Apple does not provide security updates to versions other than the highest level version available for your phone.

That depends on the plan you have. The student, individual and family plans let you download up to 100,000 tracks. The new “Voice” plan does not allow downloads; it is streaming only.
You cannot turn them off. Updates fix issues and patch vulnerabilities. Not updating can put your device at risk.
