If you are using iCloud Contacts, there is no way to recover deleted contacts on your iPhone.

Set up and use iCloud Contacts - Apple Support

Otherwise you would have to restore your iPhone from a backup that has those contacts. Restore is an all or nothing process. You cannot only restore contacts (for example) and everything on your iPhone between now and when the backup was created will be lost.
