Content restrictions
Why does my sons iPhone let him watch music videos when I have turned that off in content restrictions? It played this scary music video???

I'm not sure, but does "Off" mean you removed all Music Videos or removed the restrictions to Music Videos (and thus allow them). You may try playing with those possible settings.
