Apple Watch blood oxygen

when trying to open my blood oxygen app the only message I see is “The blood oxygen app is not intended for use by people under 18” I am not under 18 and I did not set up under family. This just started, there’s no start button and I get the same error when I go to settings on my phone. Everything is updated. Please help!
