migrating from older Mini to new Mini, OS Montery with server app. Time machine backup is seen but not available to restore, to new machine.

I did upgrade so that both OS were Monterey.
After writing of my woes did try Migration Assistant with the Time Machine backup and yes, it behaved and worked properly.
