iPhone 6 won’t connect to wifi

I have an old iPhone 6 which I removed the SIM card from so my daughter could use it as an iPod with wifi. However it won’t connect to the wifi anymore so I reset it and tried setting it up again. Now it won’t let me get past the Connect To Network in the setup page
