If you can't remember/gain access to the apple id that paired the watch to the phone.Take the watch and it's receipt along with some photo id and any other proof of ownership to an Apple Store and request that they remove the Activation Lock for you.

You can factory reset your Apple Watch.
On your Apple Watch, go to Settings> General> Reset.

I’ve tried and it goes to an activation lock and I can’t remember my other Apple ID stuff but I reset the watch but it says that it’s connected to my old divice and I No longer have the other phone
