They cannot Apply for one, nor can they share one through Apple Card Family. To Apply for an Apple Card the person must be 18 years old or later at least and have a credit history that can. be evaluated.

To share Apple Card, their Apple ID must have an age of 13 or older to be able to share the Apple Card.

However, for such a small child, Apple Cash and Family Sharing may work better if you need to give them money for use with Apple Pay in physical stores or limit their spending in Apps and the iTunes Store.
