If you are running macOS, the license only allows it to be run on Apple hardware. So, if your VM is hosted on Apple Hardware, you should be able to do that. If your VM is running on some other company's hardware (Dell, HP, etc), then you are not allowed to virtualize it. The VM software may not even let you install it.
