I have two office phones that were not set up with ITunes or with Apple ID. The users set up their own login numbers and then forgot them. They tried to open the phone too many times using the wrong passcode and therefore locked themselves out.

I have two mobile phones for employees that were not set up with ITunes or with Apple ID. The users set up their own login numbers and then forgot them. They tried to open the phone too many times using the wrong passcode and therefore locked themselves out. In trying to resolve problem, I am being asked for ITunes or Apple ID's but there are not any associated with these phones. How do I go about resetting the phones. They are on our Business Account with AT&T. We are still paying for the phones and the service.
