Deleting Game Pigeon

I just upgraded my phone and do not have game pigeon on it. Have been trying to download it but it just keeps showing me the cloud icon. Decided to look in my iphone storage and saw that game pigeon was in there but I cannot delete it to try to redownload it. I have been trying to delete it for 3 days and have yet to find anything that explains how I can fix this issue of not being able to load the app in my iPhone storage to be able to delete it. I know that this is the reason why I can't download game pigeon but I don't know how to get around this issue. Please help!
