5 Accounts Per Device Limit:

You can only create 5 Apple IDs per device. So, use a different device to create one --one that has not been used 5 times to create an Apple ID. Consider using a computer to create it, as it would be more user friendly doing so.

Use another device --one that has not already been used to create 5 Apple IDs. If no success, then create a new Administrator on one of these computers (Mac or PC).
