Haven't done it myself, but you might need to change the country for your Apple ID account on iCloud.com. You should be able to do that on a computer, although I suppose the two-factor authentication might be an issue. This article gives some suggestions for how to do it.

Is that a locked phone that was originally distributed in China? Not sure it's possible to change that.
