Ipad disabled connect to itunes

I follow all the directions and i get my ipad into restore mode (the screen has the pic of data cable pointing upward to a pic of computer monitor). I have itunes pulled up on my pc and am logged in and on the "library" page. And i get no pop up. Nothing happens on my laptop. No pop up, no new device connected, no nothing. What am i doing wrong?
