First, make sure you are following the steps to change your region outlined here: Change your Apple ID country or region - Apple Support.
You won't be able to change your country or region if you have an active subscription or a balance on your Apple ID. You can cancel your subscriptions following the steps in the Apple Support article How to cancel a subscription from Apple - Apple Support. Except where explicitly stated, subscriptions do not cancel immediately. This means you will need to wait until the end of the current billing period before being able to change your region.
If you have an Apple ID balance, you will either need to spend it or speak directly with Apple Support, which you can do here: Get Support.
