Require password for free app settings don’t work

When I try to download a free app my password is always required, even though in settings I have “require password for free downloads” set to OFF. Restarting and changing the password don’t help and it’s been this way since I got the phone a year ago.

Also, I noticed that this security system makes no sense. The “forgot password” option lets you reset the password using your PIN, so why is it insisting I use a password when the actual master key is my PIN? Why can’t I authorize the download with a PIN and skip the password annoyance, since all anyone really needs is the PIN anyway? Very confusing design.

Solved by disabling “use faceid for iTunes purchases” because the settings are weird and broken
