2FA verification code disappears before I can read it

Using a new iphone 13 Pro with iOS 15.2 with faceID enabled

When signing in to icloud in a browser on my computer, the 2FA pop-up appears on my phone and disappears again in a fraction of a second, before I am able to read the code required by the login. This forces me to dig through Settings->iCloud->Passwords&Security->Get A Verification Code to complete the sign-in. this isn't the case with my old iPhone SE, which kept the notification up until I clicked OK.

how can I fix this?

That did not help me.

Yes, I can get SMS messages sent, and that would work, but it is another step, and more importantly,

SMS is NOT secure, I've had accounts stolen previously by someone getting my phone number transferred to a new SIM.

I don't want to use SMS, or dig through menus to get a verification code. A pop-up verification is sent to my phone, but it disappears immediately, and the web browser is still asking for a verification code. I just want the code to remain on screen until dismissed on my new phone, as it did on my old phone.
