iphone unlock

if i have done all the steps above my phone still has a message stating iphone unavailable try again in 59 min what are my next steps?

iPhone 8 Plus, iOS 14

IF you did the steps above you wouldn't bet getting that message. You put the phone in recovery mode and restore to factory settings and not backup.
