Accessing itunes libraries

Just got a new pc. Loaded iTunes. changed media folder location to the external drive where I have my music. Changed the location under iTunes preference to match the location of the files. When I click "ok" to access the files, nothing happens. How do I get access to my library?

Launch iTunes with the Shift key held down and choose the library. If you don't have a copy of its database files, drag the folder with its music to the open iTunes program window or the Automatically Add to iTunes folder.
