I can’t update iPad to newer iOS 13 or higher! It is showing updated at iOS 12! It won’t let me update! What do I do?

Hi I just bought an iPad for Christmas 2921 and it keeps coming up saying I can't down load any apps from App Store, cant sign into fab because iPad browser isn't supported or it needs to be updated to atleast 12/13 or it says I can't sign into my iOS messenger as this is a refunded, refurbished or cancelled iPad and my I'd is the wrong ID and the person who owned it still has 71 days left which has totally confused me. I contacted inc tablet where I bought it from and told him all the errors that are coming up and how it's saying it belongs to someone else for 71 more days. I told him I can't download from App Store and told him it's connected to my wifi but I just haven't put a sim in yet but " I can only warp the YouTube if I go online" and asked "are you Ellington me I paid £100 for an iPad that I can only watch YouTube on not even through the app only online and he said "yes"! I was so angry and said "Sir I can watchYT from my TV it's built in ". I've asked for refund forms to be sent out but still hasn't came through. Is there anyway I can update my browser manually to iOS 12/13 so and browser so I can atleast sign into fb , instagram and play games. Please help if you can. Louise
My iPad 4 also doesn't say update available it says it's updated . Sorry forget to add to my reply I just wrote. Can apple please help as I can't even get Apple support to help

Sorry LouiseB22, but you seem to have purchased an iPad, and likely an older iPad, that still has the previous owners AppleID attached to it and that is the cause of all your problems.
Only the person whose AppleID is registered to the iPad can rectify the problem, and without that, there is nothing you, Apple or we can do.
The iPad is no use to you at all and you should go back to where you got it from to get a refund.
My iPad is showing updated at iOS 12. I need to update to latest iOS. OR at lest iOS 13. What do I do. I am not getting a update notification. Says iPad up to date.
