Notes: How to make Locked Notes Private?

I would have thought a lock would also imply privacy. This feature seems akin to having clear glass doors on the stalls of public restrooms or dressing rooms. You can latch the door, but there isn’t much privacy.

Is the lock primarily intended for the author to control who can view and or edit the full Note? The same idea as sharing a Google doc with a password?
