How do I restart when the prohibitory symbol remains? I get a prohibitory symbol at start up. Tried pressing both "Cmd" and "R" button, but does not restart. Symbol returns.

Pressing both "Cmd" and "R" only works once you've powered down the Mac.
Hold those keys down right after powering up.
