We understand you'd like to save contacts stored in iCloud to a Windows computer. We're happy to offer some guidance.
You can find the steps to export contacts from the iCloud website here: Export your iCloud contacts to a vCard (.vcf) file
Once you have that vCard file saved to your computer, you can then import it to Outlook, or whatever program you want to store the contacts in.
