Tap the (+) button at the top of the screen and follow the onscreen prompts. Link-> Set up Apple Pay - Apple Support

If the (+) button is not there, make sure your iPhones region is set to a country where Apple Pay is supported: link-> Countries and regions that support Apple Pay - Apple Support
