my phone wont turn off or force restart nor open any apps.

I am unable to open any of my apps or answer phone calls and messages, I then tried to turn off my iPhone and when i use the volume down button and the lock button nothing happens. I tried to force restart my iPhone but nothing happens when holding all three buttons down.
