Anything board related usually means whole unit replacement, which is $399 plus tax for an iPhone 11 at an Apple Store in the United States and possibly a $6.95 shipping cost if it has to be shipped to you (not all stores have exact replacements in stock). Testing only determines if a board needs to be rejected and tossed. Boards almost never get fixed unless they're prototypes.

Your original post indicated an iPhone 11, which is $399. There are also rules, including that it requires an exchange. And also the possibility that they might deny a replacement if the device brought in has been opened up outside of Apple's repair ecosystem. They'll run a test and verify that it has all original parts. They might try and reuse whatever works from an exchanged unit, but it might not be salvageable. If the board is dead they most definitely won't try to fix it.

Apple can replace the board, but they usually just give you a new unit, whether under AppleCare+ or you-pay-full.
The service price for motherboard is not available to user, however; you can visit the store or contact Apple Support to schedule an appointment to fix the device.
