How do I block hotspot on iphone?

I have already tried the following suggestion:

You are able to disable the wireless hotspot usage with the parental controls. Go to Settings > Cellular, and make sure that the hotspot is disabled. Then go to Settings > Screen Time > Content & Privacy Restrictions, and enter your passcode if prompted. Scroll down to Cellular Data Changes, and switch that to Don't Allow.

The problem I have with this is my child can go into their settings> Cellular, and hotspot and abled. I don't want to block the settings feature on the phone to turn bluetooth on or off, as an example.

Please help!
