Ran disk utility fine. Restarted, got to login screen, then got in a loop of restarting. Restarted in recovery mode, ran disk utility again, the. Reinstalled Mac OS. It did this thing, then got to log in screen, aaaand back to shut down log in loop again.

There would appear to be some piece of software and or extension installed that is causing the issue.

Reason for this conclusion is that Safe Boot eliminates third party software and extension from loading. That would explain by it will boot in Safe Mode but not in normal mode.

To run the below application suggest attempting in Normal Boot. But, if that does not work - boot in Safe Mode and then run the application. It will identify the install software even if it is not loading.

Etrecheck

Suggest downloading the Application Etrecheck directly from a well Respected ASC Contributor.

The application is free or paid from added features.

Run the application with Full Disc Access ( Security & Privacy - Full Disc Access ).

It will take a Snap Shot -  both the hardware and software.

The Report will Not Reveal Any Personal Information.

Post back the Full Report - copy and paste - using the Additional Text Icon ( 3rd Icon to last )

We can have a look at the report for possible issues and may have possible suggestions to resolve the issues.

Any Third Party Applications that will interfere with the normal operation of the OS, alter, modify, remove or delete or attempt to do so is an invitation for disaster and may require a Reinstallation of the OS.

This includes AntiVirus, Disk Cleaners, Disk Optimizes, UnInstaller etc.

The The Built in Security  is all that is required.

Thank you for the Etrecheck Report

Please refer to below as several pieces of Software maybe the Root Cause >>

MacBook Pro (16-inch, 2019)

macOS Big Sur 11.6.2 (20G314)

Q 1 - Antivirus software: Apple and ESET

A 1 - ESET would not run in Safe Boot as Safe Boot would eliminate it from loading.

Further, there are no known Windows-like Viruses in the wild that self replicate and affect macOS, because of the underling UNIX  Foundation and Permission Limitation.

  • The Only thing this software is protecting is the Bank Account of the Developers with Zero return to the user ( you ) for a Non Exiting issue affectioning macOS. Remove as per Developers Specific Instructions.

The The Built in Security  is all that is required to protect the computer.

Q 2 - Launchd: ~/Library/LaunchAgents/com.synamedia.videoguardmonitor.plist

Executable: /bin/sh -c $HOME/Library/Synamedia/VideoGuardPlayer/VideoGuardMonitor/VideoGuardMonitor.bundle/Contents/Resources/launch.sh

A 2 - You can use Find Any File (FAF) do a search for "VideoGuardMonitor". Suggest running this Application from a Safe Mode.

Q 3 - No Time Machine backup - Time Machine backup not found.

A 3 - A Time Machine Backup  is very useful and can be used to Revert to Previous Working macOS.

Q 4 - Unsigned files - There are unsigned software files installed that could be adware and should be reviewed.

A 4 - Should “ Certain & Specific Software “ referenced from above be installed - it will negatively impact macOS. It is suggested, to download directly from a respected ASC Contributor, the application Malwarebytes for Mac

It is free or paid for added features.

Run the Application and it should remove the malware / adware.

Once done, restart computer and test.
