Activation servers are always busy so I can't activate my card!

I got my Apple Card. I try to activate it using the packaging, and have tried it nearly 40 times… but it always says the activation servers are unavailable and to try again later. When I go into Wallet to try & activate it there, it just says “This card cannot be used."
