I just purchased more iCloud storage 2.99/month subscription, already my phone is saying I’m out !?

I purchased an extra subscription for iCloud storage yesterday, the 2.99 per month option. However, I downloaded one app and I’m already out of storage! I have a erased every email, everything that I do not use, pictures, apps, the whole thing. There’s no way I am out of storage and I pay an additional $.99 a month on top of that for extra storage. Also on occasion when I go to delete a picture it will pop back up again, this is very strange
