Locked out of iPad

My mother's iPad was disabled after kids trying to unlock it guessing codes.

I was able to restore back to original settings. Unfortunately, my mother changed her apple ID and passwords often, so we don't have the original icloud ID and password in order to open it. I tried several combinations of what she had written down; none of them worked and now the iPad says "Your apple ID has been disabled for security reasons. To enable your account, reset your password....."

I did that, but it still won't let me try more combinations. Totally locked out! What are my options at this point? Can I take it somewhere and have it fixed?

Your only option remaining is to start a support request provided you have your original proof of purchase and can prove ownership: https://support.apple.com/en-us/HT201441

It's not good practice to have multiple Apple IDs, not only for cases like this, but because everything in Apple's world is tied to your Apple ID (purchases, photos, cards, etc.)
