Why on earth can I not specify that I want a notification tone to come to both my watch AND my phone?

I have specific text tones for specific people, but when the notification comes only to my watch, I can't specify a unique tone for a specific contact. Really, who at Apple thinks of this stuff? You're a multi-trillion dollar company! Surely you can figure out a way to allow for such a minimal level of customizability. I'll even help you with this one. The settings menu could say something like this:

Seriously, why did I ever switch to Apple?
