It sounds like your phone was hacked to unlock it and when you did the reset, it relocked to the original carrier. You will need to find out who the carrier is and ask them to unlock your phone.

This is highly risky (likely to fail) because of the international nature of what’s happening.

A much safer option would be getting a refund and starting over. If the price you paid for this iPhone was “too good to be true”, now you know why.

The other guy had a different problem. Your problem is you bought a used and hacked phone.

You are very lucky that it was not activation locked. Or is it?

Avoid used phones like the plague.

What makes you believe it is locked to the provider?

The provider is the only one to unlock it but this should not br happening these days.

Unless it was a used phone that had been jailbroken to sell it.
