How to contribute to improve not fully covered language packs?

Is there any way to help to improve currently not fully translated language packs? Somehow every Linux Distro offers that and I wonder if there is an option for that for macOS. I simply cannot understand why there are so few complete language packs and who decides to which one get prioritized over others? Or are there other options to get for example a full bulgarian language pack?

Unfortunately nobody in the forums has any info about Apple's localization choices. I don't think there have been any new ones in the last few years.


Apple doesn't really offer any avenues for users to contribute to the MacOS localization process other than their standard channels like
