If you see the cards on your account, they are there for you to use. If these are prepaid cards you may need to be careful when you get to the "end" of the funds so that your transactions are not declined. Eg. If you have $5 on the prepaid card and try to purchase something for $10, it will likely be declined.

Apple Wallet is just the app; your cards inside have balances. Do you mean to your Apple Cash? Check your balance by opening the wallet and selecting your Apple Cash Card. Apple Cash displays the current balance on the card. Selecting the card will allow you to see the latest transactions.

Also not sure what you mean by virtual card (I presume a debit card already in your wallet) or by your statement "It says it's already on my wallet." It being the card? or the cash?

i was paid with virtual card, I had the option of transferring the money to apple pay or Google pay. So I told Apple Pay, every time I try to add it to my wallet it said it was already in there. But when I clicked on cash it wasn’t showing an amount. So I’m assuming now it’s in my wallet and that if I go out I can use it for up to the dollar amount that my virtual card was for

If you received some kind of card, you need to add the card to your wallet. If it is prepaid or debit, you can then transfer the funds to Apple Cash if you so desire. The end result is that you'll see either the card or the amount on the card in your Apple Cash balance (there will also be a transaction on the card showing the transfer). As you're stating you get some kind of message indicating that "it (the card) is already there," that means your card should be displayed in the wallet.
