New MacBook Pro iCloud setup question

After transferring files from my old MacBook Pro (El Capitan iOS) my new MacBook Pro is prompting me to setup iCloud. After inputing the verification code, the new Pro goes into an endless loop and finally ends with a red flashing message that iCloud Terms of Service has changed. There is nothing and nowhere I can go on the new MacBook Pro and my old MacBook Pro has no problems with me getting into iCloud, nor is there any message wanting me to update or agree to new terms of service. What's going on? How can I solve this issue and use my new Macbook Pro? Thanks.
