Yes, it does make a difference if you method of payment is from another country. If you wish to have the phone shipped to you, it may be best to have your nephew purchase it and arrange shipping to you.

If you are attempting to have the item shipped to a freight-forwarding service, yes the order will be canceled. You can not order from the Apple US site from outside the country.
