Contacts not syncing

Somehow contacts from my iCloud account are not syncing to my MacBook M1 Pro.

I can see the messages from people just no contact.

I have iCloud Contacts turned on ✓

I have tried to log in/out from iCloud on both devices ✓

I'm using the same iCloud account on both devices ✓

If I go to Contacts > Accounts I have iCloud account added to the list.

I've tried re-add it and when I enter all credentials and click add account nothing happens (I can't cancel it too).

Any ideas what to do?
